Rowley was born and raised in Illinois where she developed an interest in fashion from an early age. She was educated at Barrington High School and later at School of The Art Institute of Chicago (SAIC), where she earned a Bachelor of Fine Arts in 1981.
Rowley’s father, Ed Rowley, was a science teacher and his wife, Clementine, was a painter. Rowley’s grandparents included a painter, and a designer responsible for the Pabst Blue Ribbon logo.
Rowley sold her first collection to Marshall Field’s while still enrolled at SAIC.

Rowley is one of three children born to a family of artists, painters, and designers. She made and sold her first dress aged 7. During her college years, Rowley was disqualified from the annual SAIC art show for using wings in her designs.
In her senior year at SAIC she won a fellowship award and uses the prize money to move from Illinois to New York City. Rowley had received an additional $3,000 from one of her grandmothers to use as seed money for her fashion design career.
