Joe was born on July 11, 1973, in Columbus, Georgia. His parents are both evangelist preachers. When he was younger, he and his family moved to Atlanta, Georgia where he finished his high school education.
After he graduated from High School, Joe sing and wrote songs while he was working part-time. While he was working part-time at a record store, he studied music through a local church where he met the producer Vincent Herbert.
In 1992, he signed a contract with PolyGram Records and released his first album “Everything” the following year and the album instantly became successful.
In 1996, Joe wrote the song “All the Things (Your Man Won’t Do)” which is the soundtrack to the crime comedy parody film Don’t Be a Menace to South Central While Drinking Your Juice in the Hood (1996). The song reached number 11 on the US Billboard Hot 100 and was later included as the opening track on his album All That I Am.
